Sagarwaghmare639, Hi Sagar,There is no rules that student have to complete his/her graduation for writing IELTS. Students are eligible to write IELTS after 12th std.IELTS is not recommended for the student aged below 16yrs.

Sagarwaghmare639, No its not necessary to complete graduation in india to give paper for ielts. Many of students go abroad for their graduation.
